JASPER, Ala. (WIAT) - A city smoking ban has some
business owners trying to stay one step ahead of the law ... they're
determined to allow customers to smoke.

Rick Garrison says he has come up with a way to lock out law
enforecement ... by replacing his locks with a card swiping system.
Each member of the private club would be issued a card. Garrison says
it's the same tactic used in the past by businesses serving alcohol when
the town was dry.
Since the law went into effect, Jasper police have already issued one ticket ... a second violation would shut the club down.

City Attorney Russell Robertson tells us Garrison is legally allowed to
install the card-swiping system, as long as, he allows law enforcement
into the business at any time.
